December 11, 1979 was a historic day in the House of Lords, an invitation from the president of the “UFO Study Group” Brinsley Le Poer Trench (Lord Clancarty) addressed to the researcher and ufologist Antonio Ribera, the first foreigner to give a lecture and discuss about unidentified flying objects. Lord Clancarty is a UFO specialist, chairs the research group and was director of the prestigious English ufological magazine “Flying Saucer Review”. Antonio Ribera presented his research and his hypotheses before a select group of people interested in Ufology.
The “Ufo Study Group” presented the government of England with a formal debate in the House of Lords about a rigorous investigation of UFOs and that the English government expose and share what it knew about unidentified flying objects.

Before the Lords who are attentive to the conference, Antonio Ribera states the following:

“Scientists of each era suffer chills every time they have to face an unknown fact that has no explanation.
Many scientists who study the UFO phenomenon feel the same misunderstanding and discredit that Galileo suffered.
When the Wright brothers made their historic flight from Kitty Hawk Beach, astronomer and mathematician Simon Newcomb published an article, in the Washington Post, trying to show that any object heavier than air could not fly.
I fear that in the case of UFOs we are stumbling on the same stone.
The problem we face is greater than the meter we use to measure it. In our case it is much easier to deny the existence of the phenomenon when the phenomenon is there, it exists.
UFOs are not messengers of God or the devil, as some claim; they are simply UFOs and, therefore, must be studied by ufologists, specialists of non-specialization, who have an open mind to be able to investigate and learn new things.

The phenomenon of unidentified flying objects is real; in itself independent of the witness who witnesses it, it has a physical action on the environment and human beings; it is an essentially atmospheric fact; the occupants of the UFOs do not harbor messianic or hostile aims towards terrestrial ones, but are simply limited to carrying out a zoological study of the human species; the “attacks” have always been produced by the terrified terrestrials, and never the other way around.

Regarding their possible origin, I am of the same opinion as Professor James Mac Donald, the hypothesis that they are of extraterrestrial origin is the least unsatisfactory of those found so far. Personally I believe that UFOs are “explorer aircraft” from bases of extraterrestrial origin and, in some cases, especially in the last twenty years, from underwater bases and within our own planet. “
