UFO INVESTIGATION COMMISSION
Barcelona Center for Interplanetary Studies (January 1968)
The recent increase in observations of unidentified objects (ONI) justifies and almost requires the periodic publication of this News Bulletin, written by this Investigative Commission, in order to keep the public duly informed, making our information available to them. “dossiers”, our network of correspondents and our analysis of cases, as well as our experience of several years in the study of the exciting phenomenon ONI. It is now that the public Power and official Science abandon their attitude of indifference towards something that can directly affect, in a more or less short time, the lives of all beings on the Globe. It has been more than twenty years since the elusive “Unidentified Objects”, baptized with the name, so unfortunate and that has contributed so much to its discredit, of “Flying Saucers”, jumped to the daily present all over the world. For twenty years, what everything tends to point to as a methodical, cold and stubborn recognition of our planet by a power or powers that are certainly not terrestrial has lasted for twenty years. Twenty years in which there have been thousands of occasions to establish contact with Humanity, and yet the contact has not been established. The question that the “man in the street” immediately asks himself is precisely this: If they exist, why are they not made known? Why don’t they make contact? This is one of the most disconcerting — disturbing, I would say — aspects of the problem, and if it is answered indirectly by Dr. Jacques Vallée, Ph.D. in Astronomy, Ph.D. in Mathematics from the Sorbonne, IBM computer specialist and NASA advisor in the map of Mars, which, in a study published in “The Humanoid”, an extraordinary issue of the English “Flying Saucer Review”, recently translated by me into Spanish, studied no less than “two hundred” cases of ONI landings recorded during the French wave of 1954, to reach these two very important conclusions: a) in terms of time, landings preferably took place late at night, and b) in terms of space, in the most depopulated and inhospitable areas of France . From this to deduce that the mysterious crew members of the ONI — The “humanoids” — deliberately avoid contact with us, there is only one step.
But I believe that there is no better way to initiate our regular contact with the public than by transcribing “in full” an important document: the Resolution addressed to 131 World Governments, to the UN Secretary General, U Thant, to the United Nations General Assembly. , to UNESCO, to the ambassadors of the attached missions to the UN and to the observers of the member nations, to His Excellency Dr. Kurt Waldhein, Austrian ambassador to the UN, to the chairman of the Committee on Space Affairs and to the distinguished representatives from the world press, radio and television; This resolution, approved during the VII International Congress of ONI Researchers, held in Mainz last November, was presented by the “Intercontinental UFO Research and Analytic Network” (ICUFON) Institute, 35–50 75th Street, Apt. 1C Jackson Heights NY 11,372, USA, and one of its signatories is its director, Colman von Kewiczky, a distinguished engineer who belonged to U Thant’s own secretariat and carried out important missions within this high international body.

July 25, 1938 23:30 Monday
Guadalajara (Guadalajara province, Spain). An officer and his assistant suddenly saw a powerful white light, only to realize later that it was coming from a dark lens-shaped object, about 11 meters in diameter, suspended almost 2 meters from the ground and 60 meters from where they meet. Without any noise being heard, a kind of column emerged from the lower part to which a platform was attached, being able to observe two moving silhouettes on this platform. A circle of bluish light was projected towards the ground and focused on the two witnesses, who felt a sensation of cold. The platform rose again, while the two sections of the object came spinning in opposite directions. The artifact assembly was illuminated with an intense white light and flew off. The witnesses thought that it should be a new military device of the Germans (*) or the Republicans. (Source: Oscar Rey).
New York 27. The popular magazine True says that, according to “well-informed authorities”, the flying saucers that were seen in Scandinavia are interplanetary vehicles directed by men of a civilization different and more advanced than that of the earth . — — Efe

Two of the beings climbed into the turret and used some mechanism. After about 30 minutes the exterior lights went out; the only lighting came from the windows. The ship rose vertically silently to a height of about 180 meters. Two yellow lights were then observed at the ends and a flashing reddish-orange light was seen in the center. Later, three blue-green circular lights were seen and a loud metallic noise was heard coming from the object, which was lost from sight in the direction of the sea in less than 3 seconds. Tivissa (Tarragona, Spain). A man named Mateu who lives in a farmhouse between Tivissa and Serra d’Almos, got up early to go take care of his poultry, when he saw a light similar to the headlight of a car located 1 km away. away. Then he called his wife, thinking that it was a damaged vehicle. He headed towards the point accompanied by his dog. Then he verified that it was an object in the shape of a half sphere oscillating 1 meter from the ground, with a powerful light. On the other side he saw two “things” about 100 meters from the object heading towards him. These “creatures” resembled “octopus” one meter in height and with “four or five legs” of very bright color. This whole scene disgusted him. A large area of burned grass was found at the observation site. In addition, there were two other burned areas (apparently older) at a certain distance from the one in question. An Austrian couple (Hans Volkert, from Vienna) were camping in that area and saw the tracks. Both the Austrian couple and Mateu had their clocks stopped when they were near the place affected by the landing. (Source: Tele / Exprés, Barcelona, August 27, 1968).

The object descended and emitted a stream of light upwards. He performed a strange maneuver, sweeping his rays across the surrounding terrain and hitting the witness in the face blinding him. He felt his hair stand on end and as his whole person was subjected to a powerful force of attraction and the bottle he held in one hand fell on him. The object stabilized. He saw it coming down, turning, and showing windows lit from inside. Then it stopped, though it continued to spin, and landed. It was something like two inverted concave plates. It had four large windows and four smaller ones at the top. Small dark objects were “thrown” towards the ground from the central part of the UFO, which “entered” again after a minute. Then it rose with a powerful jet of light in the upward direction and flew off at high speed in a few seconds. In total, the observation lasted about 7 minutes. Santiponce (Seville, Spain). According to four girls (4, 5, 5, and 8 years old), they had seen a strange ship with several lights. Traces were found at the scene. Investigators were able to speak to 3 of the 4 witnesses. The object was round, with green and white lights and “came from the sky” landing among the trees about 50 meters from where the girls were, just outside the town (Santiponce is 14 km from Seville). At this point there is a high voltage line. The object had two black wheels and, shortly after landing, a very tall man wearing a white shirt and black pants appeared. The other girl — 5 years old — also described the incident, except for the individual’s height: according to her, he was short. The 8-year-old claimed that the object had green lights on its sides, a white one on top, and, in addition, two small windows. The man was smaller than the ship; his shirt was brown with black checks and his pants were the latter color. The parents said that the girls were very excited when they explained what happened, however, when they all went to the scene together, they only saw a man riding a bicycle who remained motionless for about 10 minutes, and then took a turn in 180o and walk away. The present case was not told to the press by the parents of the creatures, since they were embarrassed by what its publication could represent. Finally, it must be said that they did not see the object fly at any time. (Source: ABC, Andalusia edition, September 8, 1968 Investigations by Manuel Osuna and Felipe Laffitte).

It happened on July 13, 1979, the newspaper ABC publishes a news item signed by Antonio Jiménez Gómez whose headline can be read: “Small tsunami in Chipiona with inexplicable winds”. The news continues: “Without a doubt, a strange phenomenon occurred on Wednesday July 11, 1979, in Chipiona, as the waters of the sea flooded the beaches as in a rising spring tide. Fishing enthusiasts and those who were shellfish said that this phenomenon had never been known … José Lastro and Francisco Lozano, lovers of the sea, were on the shore of Montijo, a place where there are good crabs; It was ten in the morning and the low tide was at ten thirty. They fished with the corrals completely dry and they saw how, suddenly, the waters in the form of a current reached the sky, so they immediately left, the waters returned to their level and, for several consecutive times, the phenomenon was repeated. The comments that have circulated in Chipiona are diverse. Some sailors think that the phenomenon has been due to the winds, because at the time of the rising high tide the north wind prevailed and in tenths of a second it passed to the south east and remained in the west or northwest, making a 270 degree turn. Others do not explain the facts and the possibility that it is a small tsunami is not ruled out ”.
On the same day Enrique Espino, a thirteen-year-old young man, was in the vicinity of Regla beach when he saw a strange luminous oval shape with defined edges a kilometer away (approximately). It emitted a pulsating yellow and orange light and from its ends two truncated white beams of light came out, as explained by the witness to the ufologist José Miguel Alcíbar of the National Network of Correspondents and the Coordinator of Studies on the UFO Phenomenon. Enrique Espino told him: “it was as if the water under the light was moving and it seemed that it was boiling”.
According to an improvised calculation, the object would be about ten meters long by two meters high according to the observation of the witness that lasted about ten minutes. The distance that separated him from the water did not exceed fifteen meters.
The young man went to warn his friends but when they had arrived there was nothing in the position where Enrique spotted the UFO.
On the same dates of the sighting, hydrocarbon prospecting had been carried out in Cádiz, work carried out by the semi-submersible platform “Bideford Dolphin”, discovering methane gas in the Gulf of Cádiz B-2 borehole and in it. Or related to it, they wanted to see an explanation of what Enrique Espino.
